Tony Gordon, a Navy veteran, released two groups of 21 birds each. “The dove is a symbol of peace and liberty, something we wish for everyone, especially on this day when we remember those who died at terrorist hands,” Tony told the group of 30 City Hall staffers and visitors who watched. The birds circled City Hall several times, then flew home to their roosts.
